So today I decided to buy a bundle for the Max Payne games, it was only fifteen bucks so I decided "why not, I've been meaning to play these games for a while now" and naturally Max Payne one on steam hasn't been updated since its initial release on steam. Even then at the time this came out there was still problems with the game. The game wouldn't natively launch in full screen, the cutscenes and music didn't work, except for very small bits in the intro, and overall felt very off. So I looked up the complete fix pack and I downloaded it and opened the game and there was still the very same audio problems. So after about thirty minutes of tinkering with the games settings and I decided to look up an audio fix. Note that the audio fix was supposedly in the complete fix pack. I found this video that had the fixes for it and it seemed like it was the very same thing in the complete fix pack. So for a while I ignored it until another thirty minutes and decided to install it. After doing that the audio works and now I can play Max Payne normally. :>
